Born Elizabeth Joanna Robertson in Los Angeles, California, Mitchell relocated to Dallas with her mother in 1970. Following her mother's 1975 marriage to attorney Joseph Mitchell, she was raised in Dallas alongside two younger sisters. She attended Booker T. Washington High School for the Performing and Visual Arts before earning a Bachelor of Fine Arts in acting from Stephens College. She subsequently completed further studies at the British American Drama Academy.
Mitchell launched her acting career in theater, performing for six years with the Dallas Theater Center and one season at the Encore Theater. Her early television career included playing Dinah Lee on the daytime soap opera Loving from 1994 to 1995. During the late 1990s and early 2000s, she appeared in films such as Gia, Frequency, and Nurse Betty. On television, she held a recurring role as psychiatrist Kim Legaspi on ER during the 2000–2001 season.
In 2002, Mitchell appeared as Carol Newman in the film The Santa Clause 2, later returning for The Santa Clause 3: The Escape Clause in 2006. That same year, she began playing Juliet Burke on the television series Lost, a role she portrayed across four seasons and for which she received a Primetime Emmy Award nomination. Her film work around this period included the 2006 action thriller Running Scared and the 2011 drama Answers to Nothing.
Mitchell continued taking prominent television roles, starring in the science-fiction series V from 2009 to 2011 and joining Revolution as Rachel Matheson from 2012 to 2014. Her subsequent television credits included playing the Snow Queen on Once Upon a Time in 2014, starring in the supernatural horror series Dead of Summer in 2016, and appearing as Anna Volovodov on The Expanse.
Her later work includes starring as Senator Charlene "Charlie" Roan in the 2016 film The Purge: Election Year and appearing in the 2021 movie Queen Bees. She secured recurring roles on Outer Banks starting in 2021 and FBI: International in 2022. Mitchell also reprised her role as Mrs. Claus in the limited series The Santa Clauses starting in 2022, earning a Children's and Family Emmy Award nomination for her performance.
In her personal life, Mitchell was engaged to actor Gary Bakewell before the relationship ended in 2002. She married improvisation actor Chris Soldevilla in 2004, and the couple lived on Bainbridge Island, Washington, with their son, who was born in 2005. Mitchell and Soldevilla divorced in 2013.
