Zegers was born on September 19, 1984, in Woodstock, Ontario, to Mary-Ellen, a teacher, and Jim Zegers, a quarry worker. He has two sisters, Krista and Katie, the latter of whom appeared with him in John Carpenter's In the Mouth of Madness. All four of his grandparents were born in the Netherlands. He attended St Mary's Catholic High School in Woodstock. Active in sports such as basketball, ice hockey, and golf, he has played for the Hollywood Knights celebrity basketball team to raise funds for Los Angeles schools.
Zegers began performing at age six in commercial roles before making his feature film debut at seven in Life with Mikey (1993). He subsequently appeared in The X-Files, the Canadian series Traders, and television movies such as Rose Hill. His breakout role came in 1997 as Josh Framm in Air Bud, a film about a boy and a basketball-playing dog. Zegers starred in four Air Bud sequels and the related project MVP: Most Valuable Primate (2000).
Through the late 1990s and early 2000s, Zegers appeared in family films like Treasure Island and Time Share, as well as the television series So Weird. He also held roles in several low-budget horror movies, including Komodo (1999), Wrong Turn (2003), Fear of the Dark (2004), and The Hollow (2004). His first regular television series role was in NBC's Titans (2000). His work during this era also encompassed television films like The Incredible Mrs. Ritchie and guest appearances on Smallville and House.
In 2005, Zegers co-starred as Toby Osbourne in the independent film Transamerica. His performance earned critical acclaim and the Trophée Chopard for Male Revelation at the 2006 Cannes Film Festival. He subsequently played Concussion in the comedy Zoom (2006) and took the lead role in the romantic comedy It's a Boy Girl Thing (2006).
Zegers played Damien Dalgaard on Gossip Girl between 2009 and 2010, returning for season four. He appeared in Rock Mafia's 2010 music video "The Big Bang" and starred in the 2012 television series Titanic: Blood and Steel. He later portrayed Alec Lightwood in The Mortal Instruments: City of Bones (2013) and joined Fear the Walking Dead for its fourth season.
In August 2013, Zegers married talent agent Jaime Feld, with whom he had twin girls in August 2015. In October 2024, Zegers announced that he had converted to Judaism.
