Chung was born and raised in San Francisco, California, alongside her older sister as a second-generation Korean American. Her parents moved to the United States in 1980 and operated a hamburger restaurant. Chung attended Commodore Sloat Elementary School, Aptos Middle School, and Lowell High School, graduating in 2001. She went on to attend the University of California, Riverside, where she was a member of the Kappa Kappa Gamma sorority and graduated in 2005 with a B.A. in economics.
After her reality television appearances, Chung began acting with minor roles on television shows such as Days of Our Lives, CSI: NY, and Veronica Mars, as well as a role in the 2007 film I Now Pronounce You Chuck & Larry. She also appeared in the 2007 music video for Rihanna's single Umbrella. In 2008, Chung landed her first major onscreen role as the lead in the ABC Family miniseries Samurai Girl. She subsequently appeared in films such as Sorority Row, Dragonball Evolution, Princess Protection Program, and Grown Ups.
In 2011, Chung played Amber in Zack Snyder's action fantasy film Sucker Punch, which required physical training with Navy SEALs. She secured a major feature film role in the 2012 movie Premium Rush and earned critical acclaim for her lead performance in the independent drama film Eden. Chung took on notable television roles as well, playing Mulan in the fantasy series Once Upon a Time starting in 2012 and starring as Blink in the superhero drama series The Gifted from 2017 to 2019.
Chung provided the voice of Go Go Tomago in the 2014 animated film Big Hero 6, later reprising the role in Big Hero 6: The Series and the video game Kingdom Hearts III. Her other voice credits include the video game X-Men: Destiny and the animated series My Dad the Bounty Hunter. Her additional screen work includes Sin City: A Dame to Kill For, Already Tomorrow in Hong Kong, and the HBO series Lovecraft Country, where her performance as Ji-Ah earned her acclaim. In 2024, she joined the second season of the Hulu comedy series Unprisoned.
Over her career, Chung has earned multiple honors, including the Female Stars of Tomorrow Award at ShoWest in 2009, the Golden Space Needle Award for Best Actress for Eden in 2012, and a Screen Actors Guild Award nomination as part of the ensemble cast of Lovecraft Country. Beyond acting, she writes for her own fashion blog, What the Chung?. She married actor and musician Bryan Greenberg in 2015, and the couple welcomed twin sons born via surrogacy in October 2021.
