Bell was born on 14 March 1986 in Billingham, Teesside, England. He was raised by his mother, Eileen Matfin, and his elder sister, Kathryn. His father, John Bell, a toolmaker, left before he was born. Bell first became involved in dancing after accompanying his sister to her ballet lessons.

In 1999, Bell was chosen from over 2,000 boys to play Billy Elliot, an 11-year-old boy who takes up ballet. His performance won the London Film Critics' Circle Award for British Newcomer of the Year, the British Independent Film Award for Best Newcomer, an Evening Standard British Film Award, and a BAFTA Award for Best Actor in a Leading Role. In 2000, he also appeared in the ITV legal drama series Close and True.

Throughout the 2000s, Bell appeared in numerous films, including Nicholas Nickleby, Deathwatch, Undertow, Dear Wendy, The Chumscrubber, and King Kong. In 2005, he featured in Green Day's music video for "Wake Me Up When September Ends." He later starred in the 2007 film Hallam Foe, earning a British Independent Film Award nomination for best actor, and appeared in the 2008 films Jumper and Defiance, playing Asael Bielski in the latter. In 2009, he was cast as the title character in The Adventures of Tintin.

Following the release of Tintin in 2011, Bell appeared in The Eagle and Jane Eyre. He later acted in Filth and Snowpiercer in 2013. From 2014 to 2017, he starred as Abraham Woodhull in the AMC historical drama series Turn: Washington's Spies. In 2015, he played Ben Grimm in Fantastic Four. He subsequently starred in 6 Days and earned a second BAFTA nomination for his lead role in Film Stars Don't Die in Liverpool in 2017. In 2019, Bell portrayed Bernie Taupin in the Elton John biographical musical Rocketman.

In recent years, Bell appeared in All of Us Strangers in 2023 and played Niall Kennedy in the six-part drama series Half Man. In April 2026, it was announced that Bell would play Duke Shelby, the son of Tommy Shelby, in an unnamed sequel series to Peaky Blinders set ten years after Peaky Blinders: The Immortal Man.

In his personal life, Bell married actress Evan Rachel Wood in October 2012, and they had a son in July 2013 before separating in May 2014. In 2017, Bell married his Fantastic Four co-star Kate Mara, with whom he has a daughter born in May 2019 and a son born in November 2022. Outside of acting, Bell is an atheist and a supporter of the football club Arsenal F.C.
