Pugh was born on 3 January 1996 in Oxford to Deborah, a dancer, and Clinton Pugh, a restaurateur. She grew up alongside three siblings: Toby Sebastian, Arabella Gibbins, and Rafaela Pugh. As a child, she suffered from tracheomalacia, which prompted her family to relocate to Manilva, Spain, when she was three years old in hopes that the warmer weather would improve her health. The family moved back to Oxford when she was six. She was educated at Wychwood School and St Edward's School in Oxford.
While studying in sixth form, Pugh made her professional acting debut in the 2014 drama film The Falling. In 2016, she starred as Katherine in the independent drama Lady Macbeth, a role that won her the British Independent Film Award for Best Performance by an Actress in a British Independent Film, and appeared in the detective series Marcella. In 2018, she was nominated for the BAFTA Rising Star Award. That same year, she played Cordelia in the television film King Lear, depicted Elizabeth de Burgh in the historical film Outlaw King, and starred in the spy miniseries The Little Drummer Girl.
Pugh achieved a major career breakthrough in 2019 by playing professional wrestler Paige in Fighting with My Family, Dani Ardor in Midsommar, and Amy March in Greta Gerwig's adaptation of Little Women. For her performance in Little Women, she received nominations for the Academy Award and BAFTA Award for Best Supporting Actress. In 2021, she debuted as Yelena Belova in the Marvel Cinematic Universe film Black Widow, later reprising the character in the Disney+ miniseries Hawkeye. In 2022, she starred in the thriller Don't Worry Darling, the period drama The Wonder, and voiced Goldilocks in the animated feature Puss in Boots: The Last Wish.
Pugh made her producing debut with the 2023 drama film A Good Person, in which she starred and contributed two songs to the soundtrack. She subsequently portrayed Jean Tatlock in Christopher Nolan's biographical film Oppenheimer (2023) and Princess Irulan in the science fiction sequel Dune: Part Two (2024). She also starred in the romantic drama We Live in Time (2024) and reprised her role as Yelena Belova in Thunderbolts* (2025). Her future projects include a limited series adaptation of East of Eden, along with returning roles in Dune: Part Three and Avengers: Doomsday.
