Raised in South London, Quinn holds dual British and Irish citizenship. His father, Anthony, works as the head of screen and audio performance at the London Academy of Music and Dramatic Art (LAMDA). Quinn attended Emanuel, a private school, from 2007 to 2012, before training at LAMDA, where he graduated in 2015.
After completing drama school, Quinn began his career in stage and television productions. He landed early television roles as Arthur Havisham in the BBC One series Dickensian (2016), Leonard Bast in Howards End (2017), Enjolras in Les Misérables (2018), and Tsarevich Pavel in Catherine the Great (2019). He also appeared in an episode of Game of Thrones, the series Strike, and Steve McQueen's anthology Small Axe. In addition to voicing Will Ladislaw for a BBC Radio 4 production of Middlemarch, he appeared in the short film KIN, made his feature film debut in Overlord (2018), and starred in the drama Make Up (2019).
Quinn's early theatrical career included performances at London's National Theatre and Off West End venues. He received the Best Actor in a Studio Production award at the 2017 Manchester Theatre Awards for Wish List and was recognized as a Screen International Star of Tomorrow in 2018. His major breakthrough occurred after being cast in 2019 as Eddie Munson in Stranger Things, which filmed in 2021 and released in 2022. The role earned him a Saturn Award nomination for Best Supporting Actor in a Streaming Series and a victory for Best Breakthrough Performance at the 2023 MTV Movie & TV Awards.
Following his breakthrough, Quinn expanded his professional engagements. He was also selected to play George Harrison in Sam Mendes's four-part Beatles biographical project.
