Fisher was born in London on 2 November 2011 to an international family. Her father worked as an environmental lawyer and former actor from New Zealand, while her mother served as a British diplomat and High Commissioner to New Zealand from 2018 to 2022. Fisher spent her youth living in both Wellington, New Zealand, and the United Kingdom, residing in London as of November 2025. Aside from her acting work, she has undertaken studies in several ancient and modern languages, including Latin, Ancient Greek, and Russian.

Her screen acting career officially began in 2022 with a debut film role as Tia in the post-apocalyptic movie Northspur, playing a character who encounters a man searching for a medical cure for his wife. That same year, she made television appearances in two episodes of the Australian crime-comedy series My Life Is Murder. Fisher expanded her profile in 2023 by playing Luisa in the interactive romantic comedy Choose Love, as well as starring as Kassie in the horror film Evil Dead Rise. To help her handle the project's intense horror elements, director Lee Cronin prepared her using fake blood and vomit prior to shooting, and her performance earned positive critical reviews.

In 2024, Fisher starred alongside Elijah Wood in the adventure comedy Bookworm, which held its premiere at the 28th Fantasia International Film Festival. She played Mildred, a precocious twelve-year-old child who travels into the wilderness with her estranged magician father to track down a mythical creature known as the Canterbury Panther.

Fisher joined the fifth season of Stranger Things, taking over the role of Holly Wheeler, the younger sister of main characters Mike and Nancy Wheeler. The role had previously been portrayed by twins Anniston and Tinsley Price in earlier seasons, but show creators the Duffer Brothers and executive producer Shawn Levy chose to recast the part to provide a larger presence and emphasize themes of vulnerability and lost innocence. Released across three volumes beginning in November 2025, the final season heavily features Fisher's character in a central storyline where she is tricked by the villain Vecna, kidnapped by a Demogorgon to a memory prison, and encounters Max Mayfield.

During production on Stranger Things, Fisher performed various stunt work, including an underwater sequence alongside actress Cara Buono, and received acting guidance from cast members Finn Wolfhard and Jamie Campbell Bower. Her character's arc also references classical literature, with Fisher citing the 1962 novel A Wrinkle in Time as an influence on her character's connection to supernatural elements.
