He is widely recognized for his breakthrough role in the crime drama The Untouchables, his Oscar-nominated portrayal of Vincent Mancini in The Godfather Part III, and his work in the popular Ocean's film trilogy.

Garcia was born in Havana, Cuba, to an English teacher mother and an attorney father. He has two older siblings, and his family is of Spanish descent. When he was five years old, his family relocated to Miami, Florida, following the 1961 Bay of Pigs Invasion. In Florida, his family established a successful fragrance company. Raised Catholic, Garcia attended Miami Beach Senior High School and played on the basketball team. After contracting mononucleosis during his senior year, he decided to pursue acting, taking a drama class and later attending Florida International University.

After starting his acting studies, Garcia relocated to Hollywood to pursue a professional screen career. His initial screen appearances included guest television roles on series such as Murder, She Wrote and Hill Street Blues, as well as a supporting role in the 1985 feature film The Mean Season. He achieved his major career breakthrough in 1987 playing a law enforcement officer in Brian De Palma's critically and commercially successful crime drama The Untouchables. He followed this success with roles in Stand and Deliver, the action thriller Black Rain, and the police drama Internal Affairs.

His profile rose further when Francis Ford Coppola cast him in The Godfather Part III as Vincent Mancini. His performance earned him a nomination for the Academy Award for Best Supporting Actor, making him the first Cuban actor to receive an Oscar nomination for acting. Throughout the 1990s, Garcia starred in various film projects, including the drama Hero, the romantic drama When a Man Loves a Woman, the crime film Things to Do in Denver When You're Dead, and the action thriller Desperate Measures.

In the 2000s, Garcia expanded his career into producing and directing while continuing to land prominent acting roles. He portrayed casino owner Terry Benedict in Steven Soderbergh's hit heist film Ocean's Eleven and reprised the role in its two sequels. He made his feature film directorial debut with The Lost City, which he also co-wrote and starred in. For television, he produced and starred in the HBO biographical film For Love or Country: The Arturo Sandoval Story, earning Primetime Emmy and Golden Globe nominations. In 2005, he won a Grammy Award and a Latin Grammy Award as a producer for musician Cachao's album ¡Ahora Sí!.

Garcia experienced a career resurgence in the late 2010s and 2020s with high-profile film and television projects. He appeared in the musical romantic comedy Mamma Mia! Here We Go Again, the box-office success Book Club, Clint Eastwood's drama The Mule, and the HBO movie My Dinner with Hervé. He later took on lead roles in the 2022 romantic comedy Father of the Bride and the Paramount+ series Landman, while continuing to direct with projects like Diamond. Outside of his career, Garcia became a naturalized United States citizen and married Marivi Lorido in 1982, with whom he has four children.
