Sandoval was born in Washington, D.C. His entry into professional acting occurred in 1975 when he enrolled in a mime school located in Albuquerque, New Mexico. He eventually joined the performance troupe on a full-time basis to continue his education in mime.
His motion picture career commenced in the early 1980s. Initially, Sandoval took on minor parts in several acclaimed features, such as Do the Right Thing, Jungle Fever, and Jurassic Park. Following his appearance in the 1994 film Clear and Present Danger, he began securing more prominent parts in major motion pictures, including Get Shorty, Up Close & Personal, and Blow.
Over the course of his career, Sandoval developed a frequent collaboration with film director Alex Cox. After making brief appearances in Cox's early productions Repo Man and Sid and Nancy, Sandoval took on central roles in several of the director's subsequent projects. These included playing Treviranus in Death and the Compass, Bennie Reyes in Three Businessmen, and the character Arizona Gray in the microfeature Repo Chick.
In addition to his film credits, Sandoval established an extensive television presence, frequently taking on recurring and guest-starring roles. He was prominently featured throughout the inaugural season of the ABC legal drama Murder One. His guest appearances span numerous popular television shows, including Frasier, ER, The X-Files, Seinfeld, Law & Order, and Lois & Clark: The New Adventures of Superman. While projects like The Court and Kingpin were short-lived, Sandoval achieved notable success with Medium starting in 2005.
During his time on Medium, Sandoval expanded his work behind the camera as a director. He made his directorial debut on the program during its third season, helming the episode titled "Whatever Possessed You," which aired in March 2007. He went on to direct a single episode in every subsequent season from season four through season seven.
Sandoval later co-starred as Judge Hernandez in the NBC legal comedy series Bad Judge, co-created by Chad Kultgen and Anne Heche, which debuted on October 2, 2014. He subsequently secured screen roles in series such as Dirk Gently's Holistic Detective Agency, Sharp Objects, and Station 19.
Sandoval lives in Los Angeles, California. He and his wife, Linda, have a daughter named Olivia, who works as an actress and portrayed his character's daughter on Medium.
