Foy was born and raised in Los Angeles, California. Her family had no prior connections to the film industry, as her father worked as a truck driver and her mother was a homemaker. Outside of her work in entertainment, Foy is a practitioner of Taekwondo. She began her modeling career at three years old and started acting at eight years old.
Foy began modeling in print advertisements in 2004, working for brands such as Garnet Hill, Polo Ralph Lauren, and Guess. She subsequently modeled for major companies including The Walt Disney Company, Mattel, and Gap. Her television acting debut arrived at age eight through guest roles on series such as 'Til Death, FlashForward, and Hawaii Five-0. In July 2016, Foy was cast in the lead role of Clara in the 2018 film The Nutcracker and the Four Realms. In May 2019, it was announced she would co-star alongside Kate Winslet in a new adaptation of Black Beauty, which was filmed in late 2019 and released in 2020. In December 2024, reports indicated she was cast alongside Sean Bean and Odeya Rush in the John Suits-directed feature The Isolate Thief.
