Dever was born in Phoenix, Arizona, and raised with two younger sisters. Her father briefly voiced Barney the Dinosaur on the PBS show Barney & Friends. After developing an interest in performing arts at age five, her parents enrolled her in acting school. Although she participated in ballet, gymnastics, and ice skating, seeing Toni Collette in The Sixth Sense inspired her to focus on acting. Her family moved to Dallas, where she filmed commercials, and eventually settled in Los Angeles.

Dever's early acting work included playing Gwen Thompson in the 2009 film An American Girl: Chrissa Stands Strong. In 2011, she secured a breakout role as Loretta McCready in Justified and was cast as a series regular on the sitcom Last Man Standing. She later transitioned to a recurring role on the sitcom to focus on other projects. Her early television credits also include guest appearances on shows such as Modern Family, Private Practice, Party Down, and Curb Your Enthusiasm, alongside roles in 2011 films like Bad Teacher and J. Edgar.

In 2013, Dever appeared in Short Term 12 and The Spectacular Now. She subsequently appeared in Laggies, Men, Women & Children, Outside In, Detroit, and Beautiful Boy. In 2019, she starred in the film Them That Follow, co-starred in the comedy Booksmart, and led the Netflix miniseries Unbelievable. In 2023, she starred in the dialogue-sparse sci-fi thriller No One Will Save You.

Dever's music career began early through encouragement from her parents. She and her sister Mady learned piano in childhood, and Dever switched to guitar at age eight. The sisters initially performed under the names Hot Pink and Anime Pearl. In 2016, they adopted the name Beulahbelle, contributing songs to the film Tully and releasing singles such as "Raleigh" and "Being You." In August 2024, the duo rebranded as Devers and released the single "Poison."

For her performance in Unbelievable, Dever earned a Golden Globe Award nomination, as well as nominations for a Critics' Choice Television Award, a BAFTA Rising Star Award, and a TCA Award. She garnered further Golden Globe and Primetime Emmy Award nominations for her role in Dopesick, and a Primetime Emmy nomination for The Last of Us. Her recent work includes playing Belle Gibson in the miniseries Apple Cider Vinegar and joining the cast of the film Godzilla x Kong: Supernova.
