Born on 25 September 1969 in Swansea, South Wales, she was raised in the Treboeth and Mumbles areas. Her father owned a confectionary business, while her mother worked as a seamstress. Encouraged by her parents following a local bingo win that funded her artistic training, she began dancing at age four. As a youth, she won a local talent contest, secured national titles in tap dancing, and appeared in stage musicals such as Annie and Bugsy Malone. At fifteen, she moved to London to pursue acting full-time and formally studied musical theatre at the Arts Educational Schools.

Her professional breakthrough on stage arrived in 1987 when she assumed the lead role of Peggy Sawyer in a West End production of 42nd Street. Following her screen debut in the 1990 feature 1001 Nights, she gained widespread fame in the United Kingdom as a main cast member on the television drama The Darling Buds of May. Seeking to avoid repetitive casting based solely on her appearance, she relocated to Los Angeles to advance her screen career in American productions.

She established herself in Hollywood during the late 1990s, gaining major recognition for her performance in the action film The Mask of Zorro in 1998.
