Wong was born to a Hong Kong Chinese mother of Taishanese heritage and an English father who served in the Royal Air Force during World War II before working as a colonial officer. After his father departed from the family when Wong was four years old, he spent his early childhood in Wan Chai and was later cared for by relatives while his mother balanced three jobs. Experiencing social prejudice and bullying due to his mixed ethnic background, Wong spent part of his late youth attending further education in the United Kingdom before returning to Hong Kong. He briefly studied hairdressing before joining Asia Television's training course at age twenty-one.

To further refine his skills, Wong continued his studies at The Hong Kong Academy for Performing Arts and trained under Philippe Gaulier at École Philippe Gaulier in France. His extensive body of work includes major titles such as Hard Boiled, The Heroic Trio, Rock n' Roll Cop, The Mission, The Medallion, and the Young and Dangerous series, alongside the acclaimed Infernal Affairs trilogy. He also stepped into international cinema with appearances in feature films such as The Painted Veil and The Mummy: Tomb of the Dragon Emperor. In addition to acting, Wong made his directorial debut with the 1995 release The New Tenant.

Wong's artistic achievements have been honored with numerous prestigious awards. Beside his first Best Actor victory in 1993, he secured Hong Kong Film Awards for Best Actor for his roles in Beast Cops in 1998 and Still Human in 2018. In 2015, he expanded his critical success to television, winning Best Actor and Best Drama at the TVB Anniversary Awards for Lord of Shanghai. He later earned Taiwan's Golden Horse Award for Best Actor for his work in the 2022 drama The Sunny Side of the Street.

In his personal life, Wong married Jane Ng Wai-zing in 1992, with whom he has two sons. Though the couple lived apart for twenty-eight years, they resumed living together in 2020. Politically active, Wong voiced support for the 2014 Umbrella Movement and the 2019–20 Hong Kong protests, which impacted his opportunities in mainland China.
