She gained widespread attention for her roles as Guan Xin in the series The Hospital and Lan Xi Ying in Black & White. Her career later expanded significantly into Mainland China, where she earned further public recognition for her performances in major television and film projects such as The Empress of China, Ruyi's Royal Love in the Palace, and The Soul.

Chang was born on September 4, 1982, in Munich, West Germany, into a family hailing from a prominent business background in Daya, Taichung. Her grandfather owned the Miyahara Ice Cream building, her father worked as a sociology professor at National Taiwan University, and her mother was a writer of children's literature. She lived in West Germany during her early childhood while her father pursued graduate studies at LMU Munich, before her family relocated to Taiwan in 1986. Following her high school education at Taipei Municipal Jingmei Girls' High School, she earned a bachelor's degree in law from National Taipei University, later completing a master's degree in industrial economics at National Central University in June 2010.

Her entry into the entertainment industry began while working as an assistant for a talent agent, which led to initial appearances in music videos and television commercials. She achieved a major career breakthrough in 2006 with her performance in the medical drama series The Hospital.

Over the course of her career, Chang has earned notable critical acclaim and official honors. In 2007, her performance in What on Earth Have I Done Wrong?! earned her a nomination for Best Supporting Actress at the 44th Golden Horse Awards. She subsequently won the Best Actress award for the same role at the Taipei Film Festival in 2008. In 2018, she was appointed as an ambassador for the 58th Asia-Pacific Film Festival, and in 2019, she was ranked 78th on the Forbes China Celebrity 100 list.

In addition to her screen acting, Chang has secured prominent promotional roles with major international luxury brands. In 2019, she became the inaugural Greater China brand ambassador for the Italian jewelry house Pomellato, as well as an Asia brand ambassador for skincare with Elizabeth Arden and a brand ambassador for Tom Ford Beauty. In 2021, the French fashion house Chanel named her as one of its house ambassadors.
