Before entering the entertainment business, Cheung served as an officer in the Royal Hong Kong Police force for four years. He decided to leave the police department after a request to be transferred to the criminal investigation department was rejected. Following his departure from law enforcement, he began working at a film production company managed by Danny Lee. He made his feature film acting debut playing a student at the Royal Hong Kong Cadet School in the movie Thank You, Sir!.
In 1989, Cheung began working at the television station ATV World, remaining with the broadcaster until 1994. Afterwards, he departed ATV to join another station, TVB. He continued working in television until 2004, when he left TVB to focus primarily on feature film projects. During the early phase of his acting career, Cheung gained public fame predominantly through comedic roles directed by Wong Jing. However, beginning in 2003, he altered his acting style to pursue more serious and sombre roles.
Cheung received his initial Hong Kong Film Award nomination in 1999. In 2009, he won his first major award for his performance in the 2008 film Beast Stalker. His portrayal in Beast Stalker earned him a total of seven distinct awards, including the Hong Kong Film Award for Best Actor, the Hong Kong Film Critics Society Award for Best Actor, and the Golden Horse Film Award for Best Actor.
In 2013, Cheung received further critical praise and additional Best Actor accolades for portraying an aging mixed martial arts fighter in the movie Unbeatable, which earned him another Hong Kong Film Award for Best Actor. His filmography also includes prominent roles in productions such as The Stool Pigeon in 2010, Nightfall in 2012, and The White Storm in 2013. He went on to star in Helios and Keeper of Darkness in 2015, Line Walker in 2016, Bodies at Rest in 2019, and Peg O' My Heart in 2024. Over his career, he has received numerous nominations at the Hong Kong Film Awards and other Chinese film awards.
While employed at ATV, Cheung met Hong Kong actress Esther Kwan. The couple married on 8 December 2003 in Australia. Their daughter, Brittany Cheung, also known as Cheung Tung, was born on 24 January 2006. In 2014, Cheung earned 75 million HKD.
