Born in Linkou, Taipei County, Taiwan, Chou was raised by parents who worked in education and biomedical research. His mother introduced him to the piano at four years old, and he later learned the cello and studied music theory. Following his parents' divorce during his youth, Chou became introverted and spent much of his time immersed in music. He attended Tamkang Senior High School, where he focused on piano and cello while developing a talent for songwriting and improvisation. After high school, severe back pain caused by ankylosing spondylitis exempted him from mandatory military service, leading him to take a job as a waiter.

Chou entered the music industry in 1998 after appearing as a piano accompanist on the talent show Super New Talent King. His written musical score caught the attention of show host Jacky Wu, who hired him as a contract composer at Alfa Music and paired him with lyricist Vincent Fang. Chou released his self-titled debut album in late 2000, blending R&B and hip-hop. He achieved massive commercial fame with his second record, Fantasy, in 2001, which sold heavily in Taiwan and earned five accolades at the Golden Melody Awards.

Over the next several years, Chou expanded his musical style by incorporating rock and traditional Chinese instrumentation into his projects. His fourth album, Yeh Hui-Mei, won Best Album of the Year at the Golden Melody Awards, while Common Jasmine Orange became the highest-selling physical album in China during the 21st century. After launching his own record label and management firm, JVR Music, in 2007, Chou produced a series of commercially successful albums, including On the Run! and Capricorn. His 2022 release, Greatest Works of Art, made him the first Mandopop artist to top the IFPI Global Album Sales Chart.

In addition to his music career, Chou established himself as a film actor. He made his movie acting debut in Initial D, winning newcomer awards at both the Golden Horse Awards and the Hong Kong Film Awards. He subsequently appeared in Curse of the Golden Flower, Kung Fu Dunk, and The Treasure Hunter, while also crossing over into Hollywood productions such as The Green Hornet and Now You See Me 2.

Throughout his career, Chou has sold more than 30 million albums globally and holds the record as the most-awarded singer in Golden Melody Awards history with 15 wins. His music videos have generated immense online viewership, and his major multi-year world tours, such as Opus Jay and The Invincible, have attracted millions of concertgoers and generated hundreds of millions of dollars in revenue.
