Harris was born on June 1, 1977, in Plainview, New York, and was raised alongside her sister Ashley by their mother, Fran. At age two, the family relocated to Daytona Beach, Florida. During elementary school, she won a local beauty contest that earned her a ten-day trip to New York City, where she was offered early modeling opportunities. After her mother transferred back to New York for work, Harris officially began modeling and appearing in television commercials.
Harris made her screen acting debut in 1985 on the television soap opera One Life to Live, playing Samantha Garretson until 1988. She gained wider public attention after being cast as Jamie Lloyd in the horror film Halloween 4: The Return of Michael Myers (1988), a role she reprised in Halloween 5: The Revenge of Michael Myers (1989). Throughout the 1990s, she continued working as a child and teenage actress, featuring in films such as Marked for Death (1990), Don't Tell Mom the Babysitter's Dead (1991), The Last Boy Scout (1991), Free Willy (1993), and Daylight (1996).
