Woo was born in Anyang, Gyeonggi Province, South Korea. For his higher education, he attended Dankook University, where he majored in performance and film.
Over the course of his acting career, Woo has appeared in a wide array of television productions. He gained recognition through his roles in the 2017 series Save Me and Mad Dog. He continued to build his career with prominent roles in the 2018 drama Tempted and the 2019 historical production My Country: The New Age.
Woo expanded his body of work by starring in the 2020 fantasy series The King: Eternal Monarch. In addition to his television work, he appeared in the 2019 film The Divine Fury. Following his return to acting after military service, he starred in the 2023 series Bloodhounds and the 2024 production Mr. Plankton.
Woo initiated his mandatory military service on July 6, 2020. During his service, he completed six weeks of training as a company commander intern in the recruit training course, graduating as a student leader at the 21st Department of Transportation Training. In accordance with the regulations of the Ministry of Defense of the Republic of Korea, Woo did not return to his unit following his final vacation and was officially discharged on January 5, 2022.
