Born on January 20, 1971, in Jecheon-eup, North Chungcheong Province, Jung is the older of two sons. He completed his primary and lower secondary education locally before attending Yangmyeong High School, where a theater class sparked his passion for performance. After graduating high school in 1989, he pursued formal training in drama, earning a Bachelor of Arts degree from the Seoul Institute of the Arts in 1994. Although he performed in theater for a substantial period, difficult family circumstances prompted his move into television and screen acting. He entered film with Rehearsal and made his formal broadcast debut in 1996 in the drama Thousand and One Nights.

Jung began his screen career with small parts before earning widespread public attention in 1998 for his supporting role as Chun-sik in the popular series Eunsil. The following year, he drew further notice for his work in Kook-hee, winning a Rookie of the Year award for his depiction of Kim Sang-hoon. In 2000, he achieved mainstream popularity as part of the comedy trio starring in the adult sitcom Three Friends.

Throughout the 2000s and 2010s, Jung established a versatile filmography encompassing historical dramas, modern plays, and feature films. His screen credits from this period include movies such as The Foul King, Dust Master, Don't Tell Papa, Wizards, City of Damnation, Fists of Legend, and Veteran. On television, he appeared in series including Hong Guk-young, The Last Scandal in My Life, Coffee House, and Queen Seondeok, in which he portrayed Misaeng, the brother of Lady Mishil. In 2011, he starred as Hwang Tae-shik in Ojakgyo Family, a role that earned him the Best Supporting Actor award at the KBS Drama Awards.

In 2013, Jung achieved major critical and popular acclaim for his portrayal of the antagonist Min Joon-gook in the legal fantasy drama I Can Hear Your Voice. His menacing dialogue became widely parodied online and across entertainment broadcasts, earning him recognition as one of the year's standout screen villains. He followed this success with another antagonist role in the historical series Empress Ki. In 2014, he expanded into reality television by joining the cast of Dad! Where Are We Going? Season 2 alongside his eldest daughter.

In his personal life, Jung met Lee Ji-in in March 2005, and the couple married on June 3, 2006. They have three daughters, born in 2007, 2009, and 2012.
