Born on 5 October 1975 in Farnworth, Greater Manchester, Morgan was raised alongside an older brother by her father, a physiotherapist, and her mother, a homemaker. She attended George Tomlinson School in Kearsley before enrolling at the East 15 Acting School in Loughton, Essex, at the age of 20. Her broader family lineage includes English, Welsh, Scottish, and German roots, along with a few distant relatives in the acting profession.

Before establishing her entertainment career, Morgan held a variety of jobs, working as a dental assistant, telemarketer, potato peeler, Avon seller, and factory worker. After a minor appearance in Peter Kay's Phoenix Nights, she began performing stand-up comedy at age 30, placing as runner-up in both the Hackney Empire New Act of the Year and the Funny Women Awards in 2006. She subsequently partnered with Joe Wilkinson to form the sketch comedy duo Two Episodes of Mash, performing at the Edinburgh Festival Fringe and appearing on radio and television broadcasts.

Morgan gained widespread acclaim through the character of Philomena Cunk, who debuted on Charlie Brooker's Weekly Wipe in 2013. The character subsequently starred in dedicated BBC mockumentaries, including Cunk on Shakespeare, Cunk on Christmas, Cunk on Britain, and Cunk on Earth. The role led to viral popular appeal, an illustrated book release in 2024 titled The World According To Cunk, extended specials such as Cunk on Life, and a commissioned series titled Cunk on Cinema.

Alongside her Cunk projects, Morgan built an extensive portfolio in television and film. She portrayed Liz in the BBC sitcom Motherland from 2016 to 2022 and played Kath in Netflix's After Life. In 2019, she wrote, directed, and starred in the comedy short Mandy, which was expanded into a full series. Her film and television credits also include David Brent: Life on the Road, Me Before You, Rovers, Death to 2020, Inside No. 9, Wallace & Gromit: Vengeance Most Fowl, and co-writing and starring in the 2026 sitcom Ann Droid.

Morgan resides in the Bloomsbury district of London with her partner Ben Caudell. Outside of performing, she is a vegan and animal rights advocate who serves as patron for Moggies Cat Rescue. In recognition of her contributions to television and comedy, she was awarded an honorary doctorate by the University of Bolton in 2023.
