Kinsey was born in Lafayette, Louisiana, on June 25, 1971. At two years old, her family relocated to Jakarta, Indonesia, where her father worked as a drilling engineer. She attended the Jakarta Intercultural School for 13 years and learned to speak Indonesian. Her family returned to the United States when she was 14 and settled in Archer City, Texas. Kinsey later attended Baylor University, where she studied English, joined the Chi Omega sorority, took theater classes, and participated in the Baylor in London program. After graduating in 1993, she interned on Late Night with Conan O'Brien for band leader Max Weinberg and worked as an extra on Saturday Night Live.

After moving to Los Angeles, Kinsey took improvisation classes with The Groundlings and at iO West. In early 2005, she auditioned for the role of Pam Beesly in the American adaptation of The Office. Although told she was too feisty for Pam, producers called her back to audition for Angela Martin, a role she successfully landed. During her time on the show, she also appeared in guest roles on Monk and won a Daytime Emmy Award in 2007 for the webisode series The Office: Accountants.

Kinsey expanded her screen work with roles in the film License to Wed and the Hulu comedy series The Hotwives starting in 2014. In 2011, she became a spokesperson for Clairol hair products.
