Born to a British mother and a Ghanaian father, Eleazar spent her childhood mainly in Clapham, London, raised by her mother. Her father, Courage Quashigah, was a politician who served in Ghana as Minister of State for Agriculture and later Health from 2001 to 2009, though her contact with him was intermittent. Eleazar attended Gordonstoun School in Moray, Scotland, on an academic scholarship and later studied Spanish and Mandarin at Nottingham University. Following her university studies, she relocated to Ghana to work for a production company run by her brother. In her mid-twenties, she returned to the United Kingdom to pursue professional acting training at the London Academy of Music and Dramatic Art, graduating in 2015.

Eleazar launched her acting career across television and theatre. Her television credits include portraying Christine in the BBC series Rellik, Jacky Bast in Howards End, and Kate in the ITV drama Deep Water. She has also appeared in television productions such as NW, National Treasure, and Harlots, alongside her prominent recurring role as Louisa Guy in Slow Horses and her lead role in Missing You.

Her film career began with her feature debut in Armando Iannucci's 2019 adaptation, The Personal History of David Copperfield, in which she played the character Agnes. Alongside her screen credits, Eleazar has established a steady presence in British theatre. She performed in Plaques and Tangles at the Royal Court Theatre, appeared in The Starry Messenger at Wyndham's Theatre, played Yelena in Uncle Vanya at the Harold Pinter Theatre, and featured in House of Bernarda Alba at the National Theatre.

In her personal life, Eleazar married Italian actor and producer Gabriele Lo Giudice in September 2023, and the couple resides in east London. Eleazar has symbrachydactyly, a congenital condition that affects the hands and is marked by short, webbed, or missing fingers.
