Claffey was born on July 28, 1996, in Portumna, County Galway, Ireland. He attended Garbally College in Ballinasloe, a school well known for its strong rugby tradition. Despite eventually growing to a height of 6 feet 5 inches (1.96 meters), he characterized his childhood self as an uncoordinated "nerd" who faced bullying. As a teenager, he elected to focus on sports to fit in within his local community.

Operating as a lock forward, Claffey played club rugby for Galwegians RFC and Buccaneers RFC before joining the Connacht Rugby academy in 2015. On the international stage, he represented the Ireland Under-20 team during the 2016 Six Nations Under 20s Championship, competing in fixtures against both France and England. He secured a professional contract with Connacht for the 2018–19 season, but he found the professional environment isolating and made zero competitive appearances before being released in 2019. Rather than retiring due to injury, Claffey stepped away because he felt he lacked the drive and requisite skill to succeed at the highest tier. He subsequently played All-Ireland League rugby for Terenure College RFC in Dublin while making his transition into acting.

To build an acting foundation, Claffey created online comedy sketches and attended Dublin's Bow Street Academy for Screen Acting, finishing his one-year program in 2020. He cited working in a minor role alongside Cillian Murphy on the 2024 film Small Things Like These as a key inspiration for his dedicated approach to the craft. Claffey made his stage debut in 2022 as Iggy in the Abbey Theatre's production of Tom Murphy's A Whistle in the Dark. His initial television work included the Apple TV+ series Bad Sisters, where he played a minor character named Callum in the first series (2022) before returning in the second series (2024) as a new recurring character, Joe Walsh, a love interest for Eve Hewson's character. From 2022 to 2024, he also starred as Cormac Kelly in the BBC Three horror-comedy series Wreck.

Claffey attained a major breakthrough in April 2024 when he was cast in the starring role of Ser Duncan the Tall for A Knight of the Seven Kingdoms after being selected from hundreds of applicants by producers searching for a tall actor with a gentle demeanor. Following the series' premiere in January 2026, his performance received critical acclaim for combining physical scale with emotional depth, as well as for his on-screen dynamic with co-star Dexter Sol Ansell.
