Skinner was born in Oxford, England, on 15 December 1998, and was raised in Cambridge. Growing up in a musical family, his father—a choir director and musicologist—taught him to play acoustic guitar when he was eight years old, while his mother worked as a professional Baroque flautist and music teacher. Skinner attended Parkside Community College from 2010 to 2015, later completing his secondary education at Hills Road Sixth Form College in 2017.

Skinner created his YouTube channel in November 2012, uploading his first video, an original song named "Haunted Lullaby," in October 2013. At age 14, he began self-releasing music on Bandcamp, starting with his debut project Everything Is Made of Clouds. Over the next two years, he issued several releases including Gd Vibes, Nervous Friends // Pt. 1, Everything is Made of Stars, and Balance under the pseudonym brother. He released his debut single, "This is Home," in August 2015, followed by his self-titled debut album that November. During this period, he also regularly posted online covers of songs by artists such as Pinegrove, Twenty One Pilots, and Joji.

In 2016, Skinner released his second album, 16/04/16, which combined lo-fi indie rock and bedroom pop. Dedicated to his childhood friend Jack Graham following his death from leukaemia, sixty percent of the album's proceeds were donated to Cancer Research UK. He followed this with his third studio album, Lemon Boy, in January 2018, and the extended play Dear later that June.

Skinner expanded his catalog in 2019 by releasing five split singles that were compiled into Animal Kingdom, a ten-track project featuring collaborations with Sidney Gish, Simi, and Chloe Moriondo. After signing with Sire Records that year, he released the concert album Live at Hoxton Hall and launched a series of worldwide headlining tours, performing across the United Kingdom, North America, and Australia alongside supporting acts including Mxmtoon, Hunny, Field Medic, Chloe Moriondo, and Spookyghostboy. His major-label debut album, Sleepyhead, arrived in 2020, though its accompanying live dates were cancelled mid-year due to the COVID-19 pandemic. That same year, he launched the unisex clothing brand Cave Collective and released the collaborative track "Smoke Signals" with Tessa Violet.

In 2021, Skinner released the extended play Man's Best Friend, followed by his 2022 studio album Worm Food, which featured guest performances by Beabadoobee, Pierce the Veil, and Chloe Moriondo. Around this period, he established the This Is Home Project, an initiative designed to fund charitable organizations supporting young LGBT+ individuals. He released the extended play Little Vice in 2024, toured with Mother Mother, and shared several releases including a lofi extended play, collaborative tracks such as "magic 8 ball" with Frankie Cosmos, a Bandcamp cover of Mitski's "My Love Mine All Mine," and the 2025 covers collection Songs I Like in 2025.

In January 2026, Skinner released his sixth studio album, Running with Scissors, marking his first release through Futures Music Group. The project was preceded by several late-2025 singles and a January 2026 collaboration with Chloe Moriondo titled "Sailboat," launching alongside a world tour. On a personal level, Skinner came out as transgender in September 2020, uses he/they pronouns, has ADHD, and identifies on both the aromantic and asexual spectrums. As of 2025, he resides in New York City with his girlfriend.
